These Terms govern your use of the website of the Ministry of Communication, Technology and Innovation at https://mocti.gov.sl. Please read them together with the Ministry’s Website Privacy Policy, which forms part of these Terms.
1. About this website
1.1 This website is operated by the Ministry of Communication, Technology and Innovation of the Government of Sierra Leone (“the Ministry”, “we”, “us”), 7th Floor, NatCA Tower, Eacon Drive, South Ridge, Freetown.
1.2 The website provides information about the Ministry’s mandate, leadership, directorates and agencies. It also publishes news, press releases, newsletters, videos, documents, projects, standards and compliance material, programmes, events and adverts. Through it, you can contact the Ministry, give feedback and book a slot at the Ministerial Clinic.
1.3 These Terms are made under, and are to be read with, the laws of Sierra Leone in force, including the Constitution of Sierra Leone, 1991 (Act No. 6 of 1991), the Cyber Security and Crime Act, 2021 (Act No. 7 of 2021), the Electronic Transactions Act, 2019, the National Communications Authority Act, 2022 (Act No. 16 of 2022), the Right to Access Information Act, 2013 (Act No. 2 of 2013), the Copyright Act, 2011 and the Public Archives Act, 1965 (Act No. 44 of 1965).
2. Acceptance
By visiting or using this website, you agree to these Terms. If you do not agree, please do not use the website.
3. Official information
3.1 Press releases, statements and notices published on this website are official communications of the Ministry. Statements, documents or social media posts that claim to come from the Ministry but do not appear on this website or on the Ministry’s official social media accounts listed on it should be treated with caution. Please report suspected fake communications to info@mocti.gov.sl.
3.2 Laws, regulations and other legal instruments are authoritative only in the form published in the Sierra Leone Gazette. Documents on this website, including those under Standards and Compliance, are provided for information, and the Gazette text prevails where they differ. Regulatory decisions in the communications sector are made by the National Communications Authority under the National Communications Authority Act, 2022, and its own publications are authoritative for them.
3.3 Programmes, events, adverts and other opportunities are subject to the terms set out in each announcement. The Ministry never asks for payment to an individual in return for selection for a programme, an appointment or a contract. Do not pay anyone who asks, and report the request to info@mocti.gov.sl.
4. Accuracy of information
4.1 We make every reasonable effort to keep information on this website accurate and up to date, and each news item and press release shows its date of publication.
4.2 Information on this website is general information. It is not legal or professional advice. Before acting on it, please confirm important details with the Ministry or the agency responsible.
4.3 If you find an error, please tell us at info@mocti.gov.sl.
5. Contact forms, feedback and the Ministerial Clinic
5.1 You may use the contact form, the feedback links and the Ministerial Clinic booking form only for genuine enquiries, feedback and appointment requests. You must give accurate details and must not submit requests in another person’s name without their authority.
5.2 The Ministerial Clinic is held on Fridays, at the times shown on the booking page, for discussion of the communication, technology and innovation sectors. Submitting the booking form is a request, not a confirmed appointment. The Ministry will confirm, reschedule or decline requests, and may limit the discussion to the areas indicated on the form.
5.3 Some applications and registrations, such as programme applications, are made through forms hosted by other services, including Google Forms, or through other Government platforms. Those services have their own terms, which also apply when you use them.
6. Acceptable use
6.1 You may use this website only for lawful purposes. You must not:
- access, or try to access, the website’s administration area or systems without authority;
- interfere with, disrupt, overload or attack the website, or introduce malicious code;
- send spam, automated submissions or abusive, threatening or defamatory messages through the website’s forms;

6.2 Some of these acts may be offences under the Cyber Security and Crime Act, 2021, including unauthorised access to a computer system (section 33). We may report suspected offences to the appropriate authorities.
7. Copyright and re-use
7.1 Unless stated otherwise, content on this website is owned by the Government of Sierra Leone and protected under the Copyright Act, 2011.
7.2 You may reproduce text from news items, press releases and public documents free of charge for non-misleading purposes, provided you reproduce it accurately and acknowledge the Ministry of Communication, Technology and Innovation as the source.
7.3 This permission does not cover the Coat of Arms of Sierra Leone, the National Flag, the Ministry’s logo, photographs of individuals, or material owned by third parties. You need separate permission to use these.
8. Links and embedded content
8.1 This website links to the websites of agencies under the Ministry, other Government platforms, projects and social media accounts. We are not responsible for the content, availability or privacy practices of websites we do not operate. A link does not mean we endorse the site or its owner.
8.2 Some pages show content hosted by other services, such as maps and videos. Your use of that content is also governed by the terms of the service that provides it.
8.3 You may link to pages on this website without asking permission, provided the link does not misrepresent the page or suggest an official relationship that does not exist.
9. Availability and changes
9.1 This website is provided “as is” and “as available”. It may be interrupted for maintenance, upgrades or security reasons, or by events outside our control.
9.2 We may change, add or remove content and features at any time.
10. Liability
10.1 To the extent permitted by the laws of Sierra Leone, the Ministry is not liable for loss arising from reliance on information on this website that you did not confirm with the Ministry, from interruption of the website, or from the content of websites we link to.
