Mr. Stevenson Kakpaetae Kamanda is the Permanent Secretary at the Ministry of Communication, Technology and Innovation, where he provides strategic and administrative leadership to advance Sierra Leone’s national digital transformation agenda. 

With over 14 years of experience in public administration, he brings depth, discipline, and a strong commitment to effective governance and institutional performance.

Before joining the Ministry, Mr. Kamanda served in senior administrative roles at the Office of the Chief Minister, State House, and the Ministry of Tourism and Cultural Affairs. His career reflects a steady dedication to strengthening systems, improving coordination, and ensuring that public institutions deliver results that impact citizens’ lives.

He holds a Master’s degree in Public Administration and a Bachelor’s degree in History and Sociology from the University of Sierra Leone, along with several local and international professional certifications. Mr. Kamanda is known for his integrity, team spirit, and people-centered approach to leadership.
