Website Privacy Policy

On this page
You can read this website without giving us any personal information. We collect personal information only when you contact us, give feedback or book a Ministerial Clinic appointment, together with the limited technical information any website receives. We use it only to respond to you and to run the website securely, and we never sell it.
1. Who we are
1.1 This website, https://mocti.gov.sl, is operated by the Ministry of Communication, Technology and Innovation of the Government of Sierra Leone (“the Ministry”, “we”, “us”), NatCA Building, South Ridge, Freetown. The Ministry is responsible for the personal information collected through this website.
1.2 We handle personal information in line with the laws of Sierra Leone in force. These include the right to privacy protected by section 22 of the Constitution of Sierra Leone, 1991, the Cyber Security and Crime Act, 2021, the Right to Access Information Act, 2013 and the Public Archives Act, 1965. We also follow recognised good practice: we collect no more than we need, use it only for the purposes stated here, keep it secure, and keep it no longer than necessary.
2. Information we collect
2.1 Contact form. When you use the form on the Contact page, we collect your first and last name, phone number, email address and your message.
2.2 Ministerial Clinic booking. When you request an appointment, we collect your name, email address and phone number, the office holder you wish to meet, your preferred date, the reason for the meeting and the background details you provide.
2.3 Email. If you email info@mocti.gov.sl or another Ministry address, we receive your email address, your name if you give it, and what you write.
2.4 Technical information. Like all websites, ours receives technical information from your browser when you visit: your IP address, browser and device type, the pages you request, the referring page, and the date and time. Our web server records this in logs.
2.5 Information in published content. Some published content names or shows individuals, such as office holders, staff, programme participants and people photographed at Ministry events. It is published as part of the Ministry’s public communications and accountability.
2.6 We do not ask for national identity numbers, financial details or health information through this website. Please do not include such details in messages or booking requests.
3. How we use it
3.1 We use your information only to:
- respond to your enquiry or feedback, or pass it to the directorate or agency that can help;
- consider, schedule and confirm Ministerial Clinic appointments, and prepare the office holder for the meeting;
- improve the Ministry’s services using the feedback we receive;
- keep the website secure, and detect and investigate attacks, spam and misuse; and
- keep official records as the law requires.
3.2 We use the information you submit because you have chosen to send it to us so that we can act on it, and because responding to the public is part of the Ministry’s official functions.
3.3 We do not use your information for marketing, profiling or automated decisions about you, and we do not sell, rent or trade it.
4. Who can see it
4.1 Contact messages and feedback are seen by authorised Ministry staff who manage public enquiries, and by the directorate or agency to which an enquiry is referred.
4.2 Ministerial Clinic requests are seen by authorised staff in the offices of the Minister, the Deputy Minister and the Permanent Secretary, and by the office holder you have asked to meet.
4.3 We may disclose information where required by law, for example under a court order, a warrant or an order made under the Cyber Security and Crime Act, 2021, or to investigate a suspected offence. We disclose only what the order or purpose requires.
5. Other services used by this website
5.1 Hosting. The website and the information submitted through its forms are stored by a commercial web hosting provider, at a data centre outside Sierra Leone.
5.2 Google Fonts. The website loads its fonts from Google. When a page loads, your browser contacts Google’s servers, which receive your IP address and browser details.
5.3 Embedded map. The telecommunications sites map is provided by a service hosted on Netlify. When you view a page containing it, your browser connects to that service.
5.4 Videos and social media. Our videos are hosted on YouTube, and we link to our accounts on Facebook, X, LinkedIn, Instagram and YouTube. If you play a video or follow these links, the provider may collect information and set cookies under its own privacy policy.
5.5 External forms and platforms. Some applications are made through Google Forms, and some Government services through other platforms such as citizens.wan.gov.sl and hrhub.gov.sl. Information you enter there is collected through those services, under their own privacy notices, and is used by the Ministry or the responsible Government body only for the purpose stated on the form.
5.6 Some of these services are located outside Sierra Leone. Where we choose a service, we use providers bound by terms to keep information confidential and secure, send them only what their service needs, and review these arrangements when the law changes.
6. Cookies
6.1 This website does not use advertising or third-party analytics cookies.
6.2 The website may use strictly necessary cookies, for example to protect forms against spam and to keep authorised staff signed in to the administration area. These do not track you across other websites.
6.3 Embedded videos and social media services may set their own cookies, as described in section 5.4. If we introduce analytics or other non-essential cookies, we will update this Policy first and ask for your consent where it is needed.
7. How long we keep it
7.1 Contact messages and feedback are kept for as long as needed to deal with them, and for up to 2 years afterwards, unless they form part of an official correspondence file kept under the Ministry’s records rules.
7.2 Ministerial Clinic requests are kept for 12 months after the requested date. A record that a meeting took place, and any notes made of it, form part of the Ministry’s official records.
7.3 Server and security logs are kept for up to 90 days, unless they are needed longer to investigate a specific incident.
7.4 Published content is an official public record, kept or archived in line with the Public Archives Act, 1965 and the Ministry’s records rules.
7.5 Information may be kept longer where it is needed for an ongoing investigation, a legal claim or a court order, and only until that matter ends.
8. How we protect it
8.1 We protect information with encrypted connections (HTTPS), restricted and password-protected access to form submissions and to the website’s administration area, spam protection, and regular updates to the website’s software.
8.2 If a security incident affects personal information, we will contain it, inform the people affected without undue delay where we can identify them, and report it to the National Cybersecurity Coordination Centre and other authorities as the Cyber Security and Crime Act, 2021 requires.
9. Your rights and choices
9.1 You may ask us for a copy of the personal information we hold about you, to correct information that is wrong, to withdraw a booking request, or to delete a message or request that we no longer need to keep. Write to info@mocti.gov.sl. We may need to confirm your identity first. We aim to respond within 21 days.
9.2 If you appear in a photograph or are named in content on this website and wish to raise a concern, contact info@mocti.gov.sl. We will review the content, and correct or remove it unless it must remain on the public record.
9.3 You may request other information held by the Ministry under the Right to Access Information Act, 2013.
9.4 If you are unhappy with how we have handled your information, write to info@mocti.gov.sl. If you remain dissatisfied, you may escalate to the Permanent Secretary of the Ministry. This does not affect your right to seek redress before the courts, including under section 28 of the Constitution of Sierra Leone, 1991.
10. Children
This website is intended for a general audience. We do not knowingly collect personal information from children through it. A child who wishes to contact the Ministry or book a Ministerial Clinic appointment should do so with the help of a parent or guardian.
