OVERVIEW

The Ministry of Communication, Technology and Innovation, in partnership with the Ministry of Public Administration and Political Affairs and Public Service Training College, is training 1,000 civil servants in digital skills, AI literacy and technology tools.  The launch date is Friday, 10th July 2026, at the New Brookfields Hotel. Programme Rationale

MoCTI’s Digital Skills Market Study Report (2025), conducted with support from the World Bank through the Sierra Leone Digital Transformation Project, found a significant skills gap across the public sector, especially outside major urban centres, in digital literacy, data management, AI, cybersecurity and digital leadership.

This programme is part of the government’s wider Digital Skills Development and Gig Economy Pipeline to close that gap nationally.”

TRAINING FOCUS AREAS

Foundational to advanced digital skills for their roles. Tools for communication, reporting and workflow. Data skills for evidence-based decisions. AI and automation for productivity. Cybersecurity awareness. Digital leadership.

PROGRAMME STRUCTURE

100 participants per cohort, 10 cohorts, a new intake every 3 week3 for 30 weeks. 3 weeks per cohort, 2-hour session weekly. in-person at the Civil Service Training College, now Public Service Training College . Sessions combine hands-on tutorials, practical exercises and group discussion.

TARGET PARTICIPANTS

Administrative officers, technical and ICT staff, middle-level managers and section heads, and selected senior officials across all Ministries, Departments and Agencies. Participants are nominated by their MDAs through HRMO records, coordinated via MOPAPA and enrolled by MoCTI. 

NATIONAL IMPACT

A digitally skilled civil service means faster, more accurate public services, from processing paperwork to responding to citizens. This programme delivers on two of the government’s Big Five Game Changers, Technology and Infrastructure Development and the transformation of the Public Service Architecture, and builds the human capital Sierra Leone needs for the years ahead.

ABOUT:

MoCTI: The Ministry of Communication, Technology and Innovation leads Government’s agenda to use digital tools to empower Sierra Leone through national policy, strategy and technology infrastructure.

MOPAPA: The Ministry of Public Administration and Political Affairs provides political and strategic leadership for Sierra Leone’s public service reform, working to modernise, streamline and professionalise the civil service under the Medium-Term National Development Plan.

CSTC: The Civil Service Training College is the Government’s institution for training and capacity building across the public service and has now been transformed into the Public Service Academy.

HRMO: The Human Resource Management Office manages recruitment, staffing and human resource functions across Sierra Leone’s civil service under delegated authority from the Public Service Commission.
