Directorate of Technology
Overview
The Directorate of Technology under the Ministry of Communication, Technology and Innovation (MoCTI) serves as the technical arm driving the Government of Sierra Leone’s digital transformation agenda. The Directorate comprises the Software Development and Data Science Units, which focus on designing innovative software solutions, implementing secure digital systems, and leveraging data analytics to enhance service delivery, efficiency, and transparency across government institutions.
Mandate of the Directorate
The Directorate is mandated to promote the adoption and application of emerging technologies and data-driven innovation across the public sector. It leads efforts to digitise government operations, strengthen interoperability among Ministries, Departments, and Agencies (MDAs), and ensure that ICT solutions are aligned with the Government’s national development priorities and digital transformation goals.

- Design, develop, and implement technology strategies aligned with the Government of Sierra Leone’s digital transformation agenda.
- Support MDAs in planning, deploying, and maintaining software and data-driven solutions.
- Lead the implementation of digital systems for improved efficiency and service delivery.
- Build and maintain government-wide data infrastructure to enable evidence-based policymaking.
- Explore and apply emerging technologies such as artificial intelligence, cloud computing, and cybersecurity to strengthen digital governance.
- Promote data security, privacy, and ethical standards in all ICT systems.

Functions and Responsibilities
Software Development & Application Services Unit
This unit focuses on delivering high-availability, secure, and performant digital products.
- Direct the planning, execution, and delivery of software projects (e.g., e-Cabinet, e-Parliament, citizen portals).
- Establish and maintain Quality Assurance processes and security standards for all digital products.
- Manage software infrastructure, including databases and development environments.
- Promote a culture of innovation and continuous improvement in coding and deployment practices.
Data Science Unit
This unit transforms raw government data into actionable intelligence for policy and strategy.
- Lead the development and deployment of data-driven solutions and insights.
- Design and implement advanced statistical and machine learning models to forecast trends.
- Support the design and maintenance of data infrastructure for efficient storage and retrieval.
- Ensure adherence to data privacy regulations and promote data literacy across MDAs.
