Directorate of Technology

Overview

The Directorate of Technology under the Ministry of Communication, Technology and Innovation (MoCTI) serves as the technical arm driving the Government of Sierra Leone’s digital transformation agenda. The Directorate comprises the Software Development and Data Science Units, which focus on designing innovative software solutions, implementing secure digital systems, and leveraging data analytics to enhance service delivery, efficiency, and transparency across government institutions.

Mandate of the Directorate

The Directorate is mandated to promote the adoption and application of emerging technologies and data-driven innovation across the public sector. It leads efforts to digitise government operations, strengthen interoperability among Ministries, Departments, and Agencies (MDAs), and ensure that ICT solutions are aligned with the Government’s national development priorities and digital transformation goals.

Activity: Government Records Digitisation, Data Migration and Integration Project (GRDDMIP)

Expected Outcomes: Digitised archives of key records, data cleaned/structured, and secure storage systems operationalised.

Activity: Government Systems Integration & Data Exchange Layer (DEL)

Expected Outcomes:20+ core systems integrated via interoperability framework, reducing duplicate data entry and improving cross-agency data usage.

Priority: Citizen Access

Activity: Implementation of the Government Digital Service Centre (GSC)

Expected Outcomes: Establishment of 3+ public government services centres as digital access points in SALPOST offices, increasing access to e-services for rural and underserved communities.
